County Supplemental Rule Proposals
The current set of rules are presented on the left and the proposed new set on the right.
Please note that the number system does not always equate; however, the section titles are very similar.
There are also a number of blank lines from side to side placed there in an effort to line up the section headings.
Basically both are the same where the old set is concerned with a few changes; however, there are some additions to the proposed set that will help in the future at conventions, state functions, etc.

County Supplementary Rules
1. Party Name
A. The Republican Party organization in Lincoln County, New Mexico shall be known as "The Republican Party of Lincoln County”, and henceforth may be referred to in this document as the RPLC.
2. Party Emblem
A. The RPLC shall have as its emblem the flag of the United States of America.
3. Organization and Government
A. The rules and regulations for the basic organization and government of the RPLC shall be the uniform state rules of the Republican Party of New Mexico as they may be properly amended from time to time; and these supplementary county rules where not in conflict with said uniform state rules or applicable law, and when properly filed with the following:
1). The New Mexico Secretary of State
2). The Lincoln County Clerk, and
3). The Secretary of the Republican Party of New Mexico.
B. The administration of the RPLC shall be precinct-based.
C. The fiscal year for the Republican Party of Lincoln County shall coincide with the Gregorian calendar.
D. When the county Central Committee is not in session, the authority under which it operates is delegated to the county Executive Committee.
E. If the county Chair shall fail to call a meeting of the County Central Committee when such meeting is provided for by state rules, or is duly ordered by the state Chairman, then the elected officer next in line and present shall make such proper “call” with approval by a majority vote of the county Executive Committee within the time frame outlined by the state Chairman. When such action is taken, the state Chairman shall be promptly notified.
F. Party correspondence, official calls, notices, etc. shall be delivered:
1). By email to the last known email address provided by the member to the county Secretary, or
2). By US Postal Service to the mailing address provided by the member, if no email address has been provided.
3). Any county convention “call” shall be delivered no less than 14 days and no more than 45 days prior to the convention.
4. County Central Committee
A. Basis of Apportionment of Elected Members
1). The number of elected membership of the county Central Committee shall be based on the proportion of one member for each forty votes, plus any major fraction thereof, for the Republican Candidate for Governor of New Mexico in the last preceding gubernatorial election for which official election canvas records are available. All additional memberships shall be elected at-large, excluding the ex-officio members as defined in 4.B1), 4.B2), and 4.B3) in these county supplementary rules.
2). Nominations from and voting by, the County Central Committee Membership shall fill vacancies left unfilled by the regular biennial organizational county convention or those occurring at any time.
3). Any person nominating someone besides himself or herself to become a memberof the County Central Committee must first obtain permission from that individual.
B. Ex-officio members
1). Each Officer of the County Central Committee shall be an ex-officio member of the County Central Committee.
2). Each Officer of the Federated Republican Women of Lincoln County shall be an ex-officio member of the county Central Committee.
3). Each Precinct Chair shall be an ex-officio member of the County Central Committee.
4). When any ex-officio member of the County Central Committee is also an at-large member on the Central Committee, than the at-large position shall become vacant and may be filled with a new at-largemember.
5). Elected members of the County Central Committee may hold multiple ex-officio positions provided for in subsection 5.C of the NM Uniform State Rules, but in no event shall any member be entitled to more than one vote on any Central Committee action.
5. County Executive Committee
A. The County Executive Committee shall consist of the five elected County Officers, the President of the Federated Republican Women of Lincoln County, the at-large State Central Committee County Contingent, and any additional members as appointed by the County Chair and confirmed by the Executive Committee.
B. The County Central Committee may from time to time establish additional positions on the County Executive Committee, which shall be filled by appointment from the Chair and subject to confirmation by the County Central Committee.
6. Treasurer
A. The Treasurer shall maintain all financial records for the RPLC in accordance with NM State laws.
B. Legally accepted and proper accounting practices shall be implemented when managing all finances of the RPLC.
C. Any legally accepted means used to pay the debts of the RPLC such as checks, credit cards, or debit cards may be used to disburse funds.
D. Signatures of all five (5) elected Officers shall be submitted to all financial institutions where finances are maintained by the RPLC. The Treasurer may singularly disburse funds up to $500.00; however, any one of the other four county Officer’s signature plus the signature of the county Treasurer shall be necessary when any check exceeds $500.00.
E. There may be one credit and/or debit card issued to the RPLC and shall reside in the possession of the County Treasurer. If the Treasurer should temporarily be unavailable to disburse funds, then the Treasurer shall make arrangements for another county Officer to use the credit/debit card and/or the checkbook.
F. The Executive Committee shall select someone with competent accounting experience to audit the financial books of the party each calendar year. This audit shall take place prior to February 28, of the year following the audit period.
G. The Treasurer shall maintain a roster of funds donated by individual donors in accordance with NM State Laws, or for seven years, whichever is longer.
H. A copy of each Political Action Committee report required by the NM Secretary of State's Ethics Administration shall be maintained in accordance with the NM 1995 Campaign Reporting Act or for seven years, whichever is longer.
7. Conventions - Precinct Caucuses - County Mass Meetings
A. All County Conventions will be Mass Meetings. (A combination of precinct caucuses immediately followed by the convention)
B. The county Chair, 1st Vice Chair, and Secretary shall act as officers of all County Mass Meetings.
C. All properly registered and certified Lincoln County Republicans present shall act as delegates to the RPLC convention currently in session.
D. A proper written “call” shall be communicated to all County Central Committee Members at their last known USPS mailing address or their email address as submitted by them to the RPLC no less than 14 days and no more than 45 days prior to any RPLC convention.
8. Proxies
A. Proxies are not recognized at any RPLC Precinct Caucus or at any RPLC Convention.
B. Proxies are recognized at all RPLC Central Committee meetings.
C. Any properly registered and certified Lincoln County Republican may carry and exercise only one certified proxy at any county Central Committee meeting.
9. State Central Committee Lincoln County Contingent
A. The State Central Committee County Contingent shall consist of the County Chair, County 1st Vice Chair, County Secretary, President of FRWLC, and all additional memberships allowed by the Uniform State Rules of the Republican Party of New Mexico, and elected at-large from properly registered and certified Lincoln County Republicans.
B. The County Chair may temporarily fill vacancies occurring in the State Central Committee County Contingent with approval by the County Executive Committee. The County Central Committee shall nominate and vote to fill the positions for the balance of the current term during their next meeting.

4. Eligibility to Hold Elected or Appointed Offices and Positions
A. The following eligibility conditions shall apply to all persons elected or appointed to RPLC positions and offices:
1). The person must be a registered voter of Lincoln County, with a Republican affiliation.
2). An acknowledgment and agreement to the following must be executed prior to taking office.
· Compliance with USR’s and RPLC Supplementary Rules,
· Promise to perform described responsibilities,
· Execution of Confidentially and Hold-Harmless Agreements, and
· Compliance and performance failures shall be considered cause for termination by the County Central Committee.
B. Responsibility Outlines and/or Descriptions
1). To ensure that each person elected or appointed to an RPLC position understands the related conditions and responsibilities, descriptions of each position are incorporated into these Supplemental Rules by addendum.
2). Descriptions for new positions and material changes (other than for clarity or format) to be approved by the RPLC Central Committee.
3). Revisions for clarity may be approved by the RPLC Executive Committee; format revisions require no approval.
5. Central Committee
A. Elected/At-Large Members
1). The number of elected members of the RPLC Central Committee shall be based on the proportion of one member for each forty votes, plus any major fraction thereof, for the Republican Candidate for Governor of New Mexico in the last preceding gubernatorial election for which official election canvas records are available. All additional memberships shall be elected at-large, excluding the ex-officio members as defined in 5.B below.
2). Any person nominating someone besides himself or herself to become a member of the RPLC Central Committee must first obtain permission from that individual. If the nominee is not present to express consent, written consent of the nominee must be presented by the nominating person at the time of the nomination.
B. Ex-officio Members
1).

· Each Precinct Chair
· President of The Federated Republican Women of Lincoln County and the following Officers:
(1) First Vice President

(1) First Vice Chair
(2) Second Vice Chair
(3) Secretary
(4) Treasurer
· Chairs of permanent committees
· Lincoln County state central committee contingent Members
· Individuals listed on the Lifetime Membership addendum.
(1) These lifetime members will be removed from the RPLC Central Committee only through resignation or voter registration ineligibility.
· Any ex-officio RPLC Central Committee member, who served for at least 6 months during the current
· Each RPLC Chair, who served for at least 6 months during the current or most recently past Organizational cycle, shall remain a Central Committee member until the next Organizational Convention, regardless of the number of allotted vacant Central Committee positions in the applicable precinct, unless the person is no longer eligible, removed by official action for cause, or a formal Central Committee resignation is submitted to the Executive Committee.
2). When any ex-officio member of the RPLC Central Committee is also an at-large member on the Central Committee, then the at-large position shall become vacant and may be filled with a new at-large member.
3). Elected members of the RPLC Central Committee may hold multiple ex-officio positions, but in no event shall any member be entitled to more than one vote on any Central Committee action.
6. Executive Committee
A. The

B. The RPLC Central Committee may from time to time establish additional positions on the RPLC Executive Committee, which shall be filled by appointment from the RPLC Chair and confirmation by the RPLC Central Committee.
7. Permanent Committees
A. The following are permanent RPLC committees:
· Fundraising
· Membership
· Military Affairs
B. All Committee Chairs shall be filled by appointment from the RPLC Chair and confirmed by the RPLC Executive Committee.
8. Treasurer
A. The Treasurer shall maintain all financial records for the RPLC in accordance with NM State laws.
B. Legally accepted and proper accounting practices shall be implemented when managing all finances of the RPLC.
C. Only those RPLC Officers, designated by majority vote of the new RPLC Executive Committee following a Biennial Organizational Committee, shall be submitted to financial institutions where RPLC finances are maintained, as authorized to disburse RPLC funds. All officers authorized to disburse funds during a prior Organizational Cycle, who are not authorized in a new Organizational Cycle, shall promptly act as applicable and necessary to remove their disbursement authority at applicable financial institutions.
D. The Executive Committee shall select someone with competent accounting experience to audit the financial books of the RPLC each calendar year. This audit shall take place prior to February 28, of the year following the audit period.
E. The Treasurer shall maintain a roster of funds donated by individual donors in accordance with NM State Laws, or for seven years, whichever is longer.

11. RPLC Contingent to the State Central Committee
A. The RPLC Contingent to the State Central Committee shall consist of:
1). The RPLC Chair
2). The RPLC 1st Vice Chair
3). The RPLC 2nd Vice Chair
4). One (1) member selected from any active Lincoln County Republican Women’s organization.
5). One (1) member selected from any active Lincoln County Young Republican’s organization.
6). All additional memberships allowed by the USRs, and elected at-large from certified Lincoln County Republicans.
B. The RPLC Chair may temporarily fill vacancies occurring in the RPLC Contingent to the State Central Committee with approval by the RPLC Executive Committee. The RPLC Central Committee shall nominate and vote to fill the positions for the balance of the current term during their next meeting.
12. Confidentially and Hold-Harmless Agreements
A. Each elected and appointed member must sign an:
1). Acknowledgment that the RPLC may disclose the person’s position with the RPLC, name, and contact information (including, but not limited to addresses, phone numbers, and email addresses) in written or verbal correspondence, on the RPLC web site, in videos or photos, in advertisements, etc. for Republican Party business purposes, and
2). An agreement to hold the RPLC and RPNM harmless with respect to any such disclosure.
B. Prior to electronic or paper delivery of consolidated RPLC members’ contact information or voter registration lists to any person or entity, such recipient must execute an agreement to keep the information safe and confidential, except as required for RPLC, RPNM, or Republican campaign purposes. Such agreement is not required for access to information posted in public areas of the RPLC web site.
C. Confidentially and Hold-Harmless Agreements are not required for information distributed to the National or State Republican Parties.
