Second Vice Chair
Job Description
The 2nd Vice Chair shall assume the powers and duties of the Chair and/or the duties of the 1st Vice Chair when either or both are absence.
Additional duties of the RPLC 2nd Vice Chair follow:
• Advise the RPLC Executive Committee in preparing and submitting GOTV budgets.
• Ensure the continued and efficient operation of each precinct in Lincoln County.
o Provide procedures for precincts and respond to questions from precinct officers
o Obtain and maintain maps of precincts within each precinct
o Maintain a list of voting facilities and those precincts involved at each location.
o Obtain (when available) and distribute precinct specific sample ballots
o Conduct training sessions for precinct workers.
o Maintain computer file of registered voters and transmit precinct specific information to each precinct Chair.
• Maintain a register of early voters and absentee ballot applications (if possible both issued and returned).
o Provide a list of early voters and absentee voters to the HQ daily for removal from call banks.
Same for military absentee voting
• Provide and support the county Clerk with the following, when necessary:
o Obtain appointments of polling workers from each precinct.
o Select people to assist the clerk when purging voter lists.
o Test voting equipment from the county clerk's office prior to any election.
o Ensure that each precinct is fully staffed with precinct judges and election assistants.
o Observe and aid as to recounts and in conducting recounts
o Observe and aid as to election protests
• Help state-wide Candidates with poll watchers when necessary
• Identify and mentor successors.
Ultimately, while precinct management is the primary focus of the 2nd Vice Chair, the Executive committee and the Central committee share accountability and should assist in all aspects.
